Isn't that the same person who states that the war in the caucasus is over?

Did he say that? As far as I know he's sick of the U.S. encroaching on the caucasus so at least that particular "war" isn't over in his eyes.

I think he means the countries like georgia who are prowestern and not caucausian mujahideen

I haven't been keeping up with the news in that region but I think Georgia is changing its mind over the U.S. base because of Putin. Ukraine is feeling the pressure too.
