That was Bush's second time, and his father was named it once himself too. I think that's becoming too much of a monopoly and someone is more deserving of the honors. The American military was last years, so they probably wouldn't do the same two years in a row. Heck, I'm thinking Bill Gates, we all wouldn't be in a forum if it weren't for him, terrorists wouldn't have their forums and sites and news wouldn' t be so prolific, and no Al Gore didn't invent the World Wide Web. I believe there were better choices, surely. However, you should understand that the criteria for this dubious honor does not require one's leadership abilty to be measured. So the fact that Bush is holding the same distinction as the other two world leaders you mention really is something of a moot point in the context of "great"ness.
